Research Relationships: Primary and Subaward Compliance
A substantial portion of federally funded research may be provided outside of the University or Research Facility by third parties that are engaged through subawards or procurement subcontracts. These relationships with third parties require compliance with crucial funding requirements; while managing a subaward is a shared responsibility of primary fund recipients and their subrecipients, subcontracting for goods and services triggers specific procurement and administration rules. Whether primary recipients pursue subawards or subcontracts depends on the nature of the activities to be funded and the overall place of these third parties in a primary recipient’s research strategy. The purpose of this session is to discuss key considerations in pursuing subawards and procurement contracts in federally-funded research as well as other management essential elements including allocation of human subject research responsibilities, managing risk, conflicts of interest, and foreign influence considerations among other key topics.
